Updated:

Each country follows the ICAO photo standard with its own sizes and file limits. The table lists what the official pages say. Pose, lighting, background and head size rules matter as much as the dimensions; the linked pages summarise them.

Printed size versus digital upload

A printed photo has a physical size (for example 2 × 2 inches or 35 × 45 mm); a digital upload has pixel and file-size limits. When a form only gives a printed size, 300 DPI is the usual conversion: 35 × 45 mm becomes 413 × 531 pixels.

Questions

Is 35 × 45 mm the same everywhere?

No. The UK, the Schengen area, India and the UAE use 35 × 45 mm (3.5 × 4.5 cm), the US uses 2 × 2 inches, and Canadian passports use 50 × 70 mm.
