Singapore ICA e-Services photo: what to upload

e-Services upload: 400 × 514 px, Up to 8 MB, JPG, JPEG, HEIC, HEIF or PNG. A new colour photo that meets ICA's requirements, which follow ISO and ICAO specifications.

    Other rules to know

ICA's photo guidelines cover passport and identity card applications and photos uploaded through ICA e-Services.

You may resize the photo, but not change it in any other way: no filters and no changes to facial features.

Printed photos need a matte or semi-matte finish.

    Questions

Is it allowed to resize my photo for ICA?

Yes. ICA says you may resize the image to 400 × 514 pixels, but you must not alter or enhance it in any other way. Cropping and scaling here count as resizing; retouching, beauty filters or background replacement do not.

Why was my ICA photo flagged?

ICA warns that selfies usually do not meet its requirements and can delay the application, and recommends having someone else take the photo. It also asks for a new photo in colour, so an old or black and white photo, or one with a filter applied, can be flagged.

My file comes out smaller than the minimum. What happens?

Where there is a minimum, the tool first saves at top quality and then adds padding data that image viewers ignore, so the picture is unchanged and the file meets the minimum.

    How accurate are these requirements?

Taken from the official notice or government page listed below. Rules can change with each new notice, so compare with the official instructions linked on this page.

Is my photo uploaded to a server?

No. Everything runs in your browser, so your photo and signature stay on your device. Nothing is uploaded unless you choose to share a file by link. That matters for ID documents. If your device can't handle an image, the tool can shrink it on our server instead, but only if you agree, and it is deleted right away.
